仍需先獲醫生診治 做法未符業界原意

政府近年着力加強基層醫療,2021年施政報告亦提及需要強化醫生以外其他醫療專業在本港醫療體系的角色。當局日前向立法會提交文件,計劃修訂《輔助醫療業條例》,容許物理治療師和職業治療師可在指定情況下毋須醫生轉介,直接為病人提供服務,包括病人於12個月內曾獲醫生診斷。物理治療師業界及病人組織均對建議表示失望,批評有關修訂是「換湯不換藥」,與目前做法分別不大,未能做到真正「免轉介」。

根據相關文件顯示,當局建議修例,容許物理治療師和職業治療師可在3類指定情況為病人直接提供服務,包括病人能出示在12個月內獲醫生診斷的證明文件、病人已納入由指引主導的協定醫護流程,以及病人正值緊急情況或處於院舍環境,令醫生轉介未必切實可行。當局表示,免轉介不等於免診斷,現時相關條例及專業守則未有就醫生轉介信訂立有效時限,相信訂立12個月的時限能確保醫生診斷的時效性,風險較為可控,同時便利病人尋求物理治療。

物理治療學會會長彭耀宗表示,對修例感到失望,認為要求獲醫生診斷才可進行物理治療是「換湯不換藥」,與現時需醫生轉介做法分別不大,與外國「免轉介」安排相差很遠,亦與早前物理治療師管理委員會轄下工作小組所呈交的方案有很大不同。

醫生轉介信多只列症狀

彭耀宗指,現時醫生轉介信往往只列症狀問題而非醫學診斷,最終也要靠物理治療師評估,認為免轉介安排可讓病人有自主權,選擇先看醫生或直接尋求物理治療,既可節省金錢和時間,亦可更快獲治療,期望相關修例可再作修訂。

社區組織協會幹事彭鴻昌認為,若要求在12個月內取得診斷信才能免轉介,對病人會構成不便,認為要發展基層健康網絡,病人有問題應可盡快尋求治療,不一定要經醫生,物理治療師在內的服務提供者也應是進入網絡的第一個接觸點。他指,本港物理治療師及職業治療師不比外國差,有能力評估病人是否適合進行物理治療及職業治療,認為可在修例落實後兩年再檢討。

政府計劃修訂輔助醫療業條例,容許物理治療師和職業治療師可在指定情況下無須醫生轉介而直接為病人提供服務。物理治療學會及社區組織協會對有關建議均表示失望,認為未能做到真正的免轉介。

物理治療學會會長彭耀宗在電台節目表示,免轉介可以讓病人有自主權,選擇看醫生或直接尋求物理治療,可以為病人及醫療系統節省金錢和時間,更快得到更適切治療,讓病況能得以盡快改善。

彭耀宗說,《醫療業條例》修訂後兩種情況都必須要經過醫生的診斷,包括物理治療師直接提供服務、事後須通報家庭醫生等途徑,跟目前做法分別不大。他指出現時收到的轉介信,很多都只列出症狀問題,例如頸痛、背痛,而非醫學診斷,物理治療師都須作出篩查及評估。他又提到,物理治療師管理委員會轄下工作小組經過業界討論,就有關問題草擬建議書並於今年初提交政府,但跟立法會文件內容有很大落差。

社區組織協會幹事彭鴻昌同樣指物理治療免轉介能便利巿民。如果就已知病患仍要求在12個月內取得診斷信才能免轉介,對病人會較麻煩,時間上未必遷就到。他認為要發展基層健康網絡,病人有問題應可以盡快尋求治療,不一定要經醫生,任何一個服務提供者也應是進入網絡的第一個接觸點,包括物理治療師。

彭鴻昌又稱,物理治療師經過訓練,有能力判斷及分辨甚麼情況下可以接受治療,甚麼情況要盡快轉介醫生。但方案建議令人感到對物理治療師的專業訓練未夠信心,因此加添許多框架限制他們提供治療的情況,尤如一位運動本來跑得很快,但又限制他不准跑。他認為文件的大方向是支持免轉介,或是先有很多限制,令到起步安全及穩妥些,期望之後再檢討,下一階段可考慮擴大適用範圍。

Voting for the New HKPA Executive Committee

Dear members,


Thank you for your support in the nomination process. It is time for the voting on the New HKPA Executive Committee.


This year, the voting will be conducted by online system. Each member (life members and full members) will receive his / her own unique link by email to access the online voting system. Each member is only allowed to cast the vote once. After successful completion of the voting, the link will be deactivated.


Since there is only 1 nomination for the position of President and 1 nomination for the position of Vice President, the corresponding nominee will be automatically elected to be the new HKPA President and Vice President respectively.


In accordance with the new Articles, the new President will hold office from 1 January 2024 until 31 December 2027 while the new Vice-President will hold office from 1 January 2024 until 31 December 2025.


Since there are 12 nominations for the 10 positions of the Executive Committee Members in the new HKPA Executive Committee, you are required to vote for the Executive Committee Members.


In accordance with the new Articles, 5 of the elected Executive Committee Members will hold office from 1 January 2024 until 31 December 2025 while another 5 of the elected Executive Committee Members will hold office from 1 January 2024 until 31 December 2027. It will be decided by drawing lots within the New Executive Committee after the election.


Your active participation in the election is of utmost importance to the Association. It is a good chance for you to choose someone who can serve our members well and truly represent us in the community.

Recruitment for On-field Sports Physiotherapy Volunteers for Oxfam Trailwalker 2023

Oxfam Trailwalker (OTW) is one of the largest fundraising sports events in Hong Kong. In the previous years, annually over 5,200 Oxfam Trailwalkers helped raise about HK 40 million annually to support Oxfam’s development projects and emergency relief programs around the world.
This year, the OTW is back this year after affected by the COVID pandemic and we are once again invited by the organizer Oxfam Hong Kong again to provide on-field sports physiotherapy service for the walkers. 聲稱物理治療師涉非禮案澄清聲明

就近日傳媒報導關於一宗物理治療師涉非禮兩女病人案件,案情指被告鄭家盛(31歲,報稱物理治療師),被指 2022 年 11 月先後在中環一間痛症復康治療中心內非禮兩名女子,事後要求其中一人不要追究,被控兩項猥褻侵犯罪及一項意圖妨害司法公正罪,案件編號:ESCC2201/2023。


翻查物理治療師管理委員會註冊人士名單,均不見「鄭家盛」在名單上。對於傳媒廣泛以「物理治療師涉非禮兩女病人」 等相關字眼作標題,誤導公眾,表示遺憾。希望市民大眾閱讀相關報導時謹慎留意,需要時可到物理治療師管理委員會網頁查閱註冊人仕名單。

Mr Kenneth Poon
Kenneth is currently practicing in the Queen Elizabeth Hospital as Advanced Practice Physiotherapist. Since his graduation, Kenneth has pursued further studies, obtaining Master in Sports Medicine and Health Science from CUHK and Diploma of Clinical Acupuncture from HKU SPACE in 2016 and 2018 respectively. In 2020, he has been appointed as the Approved Assessor of Productivity Assessment for Employees with Disabilities from Labour Department, HKSAR. Kenneth has special interest in physiotherapy service in hand rehabilitation. He has been actively contributing professional activities and public education for HTSG of HKPA as an Executive Committee Member since 2016, and being elected as Chairperson of HTSG since 2021.

Ms Lee Mae Har, Kedy
Physiotherapist, Hong Kong Sanatorium Hospital

Ms. Lee is currently practicing in the Hong Kong Sanatorium and Hospital as Senior Physiotherapist and the team leader of the physiotherapy medical team. Since her graduation, Ms. Lee has pursued further studies, obtaining masters in Cardiology and Geriatric Rehabilitation in 2005 and 2010 respectively. In 2016, she has gained the Certification of Physiotherapy and Critical Care Management provided by the Royal Brisbane Women’s Hospital and Queensland Health Clinical Skills Development Service. She has also finished professional training as cancer exercise specialist in the University of Northern Colorado Cancer Rehabilitation Institute and Physiological Oncology Rehabilitation Institute. Ms. Lee is experienced in physiotherapy service in cardiopulmonary rehabilitation, acute ICU care and oncology rehabilitation. She has been actively contributing professional teaching and public education for organizations including HK Anti Anti-Cancer Society and Hong Kong Metropolitan University.

Dr. Enoch Ho

Registered Physiotherapist, Registered Acupuncture, CAFCI, MPH

Enoch received his education and training in Physiotherapy and Acupuncture in Hong Kong. He migrated to Canada in 1991 and since then he has been practicing both Physiotherapy and Acupuncture in Ontario. Currently, he is a registered member in good standing in both the College of Physiotherapists of Ontario and the College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario. Enoch has retired from a consultant role in Clinical Quality at Hamilton Health Sciences. He is currently focusing on teaching physiotherapy and acupuncture at McMaster University. He supervises students from the Nursing Department, School of Physiotherapy, and Labour Study Department at McMaster University in their research projects or clinical placements. Enoch is teaching advanced acupuncture courses in combining the use of TCM theory and the contemporary fascia approach in Canada. The advanced acupuncture courses are running from Maritime Provinces to Ontario. Enoch’s research interest is very diverse. It ranges from Model of Care, Patient Experiences and Engagement to the application of Acupuncture in various conditions like stroke, myofascial pain, and inflammatory bowel syndrome. He authors some chapters in Acupuncture textbooks, and presents and publishes his research findings in national and international conferences / journals. Enoch also runs a clinic in both physiotherapy and acupuncture to provide direct patient care to the greater Hamilton community. He is also serving the Ontario College of Physiotherapists as a committee member of the Ontario Clinical Examination in licensing and registration process of physiotherapy candidates.

Call for Nomination of the New HKPA Executive Committee

Dear members,

The current HKPA Executive Committee is going to step down by the end of this year. The nomination process for the New HKPA Executive Committee will be conducted by post / email. All the nomination forms will be recognized as valid with reference to the post-mark on the envelopes / date of the email and verification of the membership status.

Ms. MAK Man Yu Mandy has been appointed as the Returning Officer to administer the nomination and election of the New HKPA Executive Committee.

Your active participation in the nomination and election is of utmost importance as the Association is a representation of the profession in the society. It is a good opportunity for you to choose someone who can serve our members well and truly represent you in the profession.

Please complete and submit the Nomination Form to Ms. MAK Man Yu Mandy by the following means on or before 1 Sep 2023.

  • By post (Physiotherapy Department, 4/F, Rehabilitation Block, Tuen Mun Hospital)
  • By emailing the scanned copy (mandy96242701@yahoo.com.hk)
